Trump's Progressive Alarm Misses The Continent's Real Danger: Technological Decline.

The recent US national security strategy offers a flawed assessment of Europe. The document asserts that open-border policies and what it terms "progressive" policies represent an grave threat to the continent's identity. Yet, this perspective rests on a serious misreading of the situation. The true danger confronting Europe is not societal but economic and technological backwardness.

The Stark Economic Gap Separating the US and Europe

Statistics reveal a stark contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry thirteen and a half percent growth for the European Union. Over this period, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like France and Italy.

Currently, about 50% of the global top fifty tech companies are American, while only four are from Europe.

The Innovation Deficit: A Critical Question

This widening economic gap stems from stronger productivity growth in the US, fueled by technological innovation and better use of resources. The landscape of world technology leadership is decidedly US-centric. Over the past five decades, 241 US firms have grown into companies valued at more than $10bn, versus only fourteen in Europe.

This disparity prompts a pressing issue: As the competition for future industries like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts agree it is essentially a contest between two between the US and China, with European nations entering at a significant disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic system for funding startups. Europe has yet to establish a true capital markets union, a factor that caps the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hamper European business. A American entrepreneur can introduce a product under a single regulatory framework to access a consumer base of over 330 million. The European Union, despite a bigger population, is split among 27 separate systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these challenges, there are reasons for hope. European leaders are growing more conscious of the severe threat and have begun to advance serious reform. Key reports on European competitiveness and the internal market highlight the need for major changes.

Given appropriate incentives and regulatory reforms, these assets could support much higher degrees of commercial innovation.

Europe retains considerable strengths: high-quality workforce, top-tier education systems, and premier labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a surge of venture creation.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring innovations from other regions.

An Inflection Point

The European Union now stands at a decisive crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of world influence.
